Abstract

Keselamatan makanan merupakan salah satu faktor penting bagi menjaga kesihatan dan nyawa, terutamanya semasa pandemik Covid-19 yang perlu diberikan perhatian lebih spesifik dan berasaskan Standard Operation Procedure (SOP) yang lebih ketat. Pemeliharaan nyawa merupakan salah satu prinsip utama yang terdapat di dalam Maqasid Syariah. Makanan yang selamat dirujuk sebagai bersih dan kualiti serta memberi impak kepada kesihatan badan. Keselamatan makanan ini sangat dititikberatkan oleh kerajaan dan selari dengan Akta Makanan 1983 dan Peraturan-Peraturan Makanan 1985. Walau bagaimanapun, sehingga kini masih banyak isu kualiti dan kebersihan makanan timbul kerana terdapat pengusaha yang kurang menjaga amalan kebersihan dan kualiti makanan atas faktor kekurangan ilmu, tadbir urus yang lemah dan tidak peka kepada kepentingan halalan tayyiban. Pengabaian keselamatan makanan dilihat dari sudut kebersihan dan kualiti bahan mentah, keadaan premis yang kotor serta tempat pemprosesan yang tidak mengikut spesifikasi. Implikasi daripada pengabaian isu keselamatan makanan membawa kepada masalah keracunan makanan di kalangan pengguna yang boleh membawa maut. Kajian ini cuba mengkaji kedudukan keselamatan makanan dari perspektif Maqasid Syariah (Objektif Syariah). Kertas kerja ini akan meneroka sorotan literatur berkaitan isu dan masalah di dalam keselamatan makanan kemudian diikuti dengan makna dan konsep Maqasid Syariah. Seterusnya, kedudukan keselamatan makanan akan dianalisis dari perspektif Maqasid Syariah sebagai objektif menjaga kemaslahatan dan menolak kemudaratan kepada pengguna melalui pendekatan analisis kandungan literatur terhadap sumber-sumber yang berkaitan. Hasilnya mendapati bahawa aspek keselamatan, kualiti, kebersihan dan bahan-bahan yang digunakan dalam proses pembuatan makanan mestilah memenuhi konsep Maqasid Syariah supaya dapat menjamin kesihatan dan keselamatan nyawa pengguna bertepatan dengan objektif pensyariatan hukum halalan tayyiban. Kajian ini diharap dapat menyumbang kepada pengkayaan ilmu mengenai keselamatan makanan menurut perspektif Maqasid Syariah untuk dimanfaatkan oleh masyarakat.

Food safety is an essential factor in maintaining health and life, especially during the Covid-19 pandemic, and it requires special attention and stricter Standard Operation Procedures (SOP). One of the main principles found in the Maqasid Shariah is the preservation of life. Safe food is defined as clean and of high quality and impacts the body's health. The government places a high priority on food safety, following the Food Act 1983 and Food Regulation 1985. However, many food quality and hygiene issues continue to arise because there are entrepreneurs who do not maintain hygiene and food quality due to a lack of knowledge. Inadequate governance and insensitivity to the significance of halal tayyiban Food safety violations can be seen in terms of hygiene and raw material quality and dirty premises and processing facilities that do not adhere to specifications. Neglecting food safety issues has severe consequences for consumers, including potentially fatal food poisoning. This study seeks to investigate food safety from the standpoint of Maqasid Shariah (Shariah Objectives). This paper will examine the literature highlights related to food safety issues and problems, followed by the definition and concept of Maqasid Shariah. Following that, the food safety position will be analyzed from the standpoint of Maqasid Shariah to safeguard benefits and reject harm to consumers via a content analysis approach to relevant sources. According to the findings of this study, the aspects of safety, quality, hygiene, and materials used in the food manufacturing process must meet the concept of Maqasid Shariah to ensure consumer health and safety following the objectives of halal tayyiban law. It is hoped that this study will contribute to the enrichment of knowledge on food safety from the standpoint of Maqasid Shariah for the benefit of the community.
